Will there be another major upgrade fee for this, just as from 5.0-->5.1?

Yea, that's the annoying thing. It'd be good to know. I just got (well, OK, I'm going to get for Christmas/Hanukkah) a Pioneer DVR-A06 IDE which I'm going to install in my G4/867. I'm backing up now using Retrospect 5.0 onto CD-R, and I'm happy to upgrade to 5.1 which supports the A06, but I don't want to purchase the upgrade only to learn ten days later that there's a new, paid upgrade that fully supports Panther. So I guess I'll hold off installing the A06 until after MWSF -- need to keep performing those backups!
