No Recovery CD - what to do?

Dell 8400

WinXP SP2

 

I just installed a new HD, reloaded all programs and last installed Retro Express 6.5 and performed a full backup to an external HD. I then performed a duplicate to an extra internal HD and when I checked it's progress, the PC was turned off. Now it won't boot. I did not create a recovery CD before this happened (that was the next step). Is there a way to restore my PC without that CD? I do have an old recovery CD that was created two years ago when the old HD was in there. Will that work? Thanks in advance!
