Jobs stay in Waiting queue forever

Has anyone run into this problem: You create multiple "snapshot" transfers that go to the Waiting queue (in activity monitor) where they are supposed to wait until the currently executing transfer finishes before the next one in the Wait queue starts executing. What is actually happening is that when the executing job finishes the ones in the Wait queue don't budge; they seem stuck there.

 

My work-around is to schedule them far enough apart so they go to the scheduled queue rather than the Wait queue and hopefully don't try to run before the currently executing one finishes.

 

Tech support's solution was to not create the next snapshot transfer until the currently running one has finished. Reality check: does that seem like a reasonable solution? Why have a Wait queue with advice like that?
