Entire volume restored - won't boot to desktop

I'm using Retrospect Multiserver 7.5.285 on Windows Server 2003 to do a restore entire volume of a Windows XP SP2 computer. Everything restored OK, but when I reboot the Windows XP computer, I can't get to the desktop - I can only see the wallpaper. Pressing the Windows key does not bring up the Start menu bar. Task Manger will come up and shows 99% idle. I've logged out and back in which has helped in other situations. I've tried booting into Safe Mode and Last Known Good Configuration and the same problem occurs. Has anyone experienced this before? Thanks.

Hi Tom,

Is this the first reboot after the restore? Did the Retrospect helper service replace the system state information?

Did you have the operating system of that machine up to sp2 before you restored?
