For several weeks, I had the Net Retry problem for one remote server. It is in an area office connected to our state-wide network thru an ISDN connection. I tried every troubleshooting suggestion in the Dantz Tech Note NO. 415. As it turns out, our provider, SBC, is at fault. SBC had to "replace a card and set a jumper" on their end to fix the problem. No specifics were given beyond that but it's a good idea to have your provider check its end of the network connection as well when possible.
