User Permissions with Windows 2000

I am using Retrospect Express Backup 5.15 on a Windows 2000 (SP2) machine to make backups on a Seagate external USB tape drive. It works fine, but only users in the Windows administrators group can use it. When someone other than an administrator starts Retrospect and opens the Devices window under the Configure tab, the tape drive does not appear in the list so they can't switch tapes.

I would like to have a user in the "backup operators" group control the backups without giving them full administrator access to the machine. I've tried going through the registry looking for device and program permissions issues, but no luck so far. Do you know what I need to do to give the backup operators the correct permissions?

Thanks.
