Backup c:\Documents and Settings on Windows Server 2008

The c:\Documents and Settings folder default permissions seem to exclude all content from retrospect backups for systems with Windows Server 2008, and probably other newer MS OS's. What is the best way to backup files inside these folders? Is there a way other than to modify the permissions on this folder for all clients? Is there a group policy setting, or other universal setting, which would expose these folders on all servers on the network?
