Email... Test Email doesn't go (per Retro Log) even though it says "Success"

Sending a test email does not go, even after using the troubleshooting procedures in Manual. When checking the Retro log (with a higher level of logging set in "Secret Preferences" per the KB "Email Service Support", I found the following long entry (posting what seems like the relevant a snippet is attached)...

The test email seems to take an inordinate amount of time to generate and send- about 15 minutes, while the little wheel is spinning until the RED Success message. I was unable to get a Secure message setting (per the KB) to complete, but the generic setting worked as described. Further, to cancel the test you must go to another preference screen or close Preferences. Could this be the trouble?
