Can catalogs content be exported to text files? XML maybe? In the past we could simply open a catalog file on any desktop, and just browse the catalog. IMO, preventing non-admin users from reading backups is a feature, not a bug, because allowing it bypasses file system access control. This way there is no risk of having users interacting with the backup system, but they can still help themselves browsing. Once they know what they need they order a restore from the backup operator.
