6.5 Duplicate script duplicates all files, including those already identical

I'm just now running a script that duplicates all my photo files from my hard drive to an external USB hard drive. In the past, with earlier versions of Retrospect, running this script has duplicated only the new or changed files and left identical files alone. Now, it's copying all 48GB instead of the maybe .5 GB that have changed. The external drive is a FAT32 formatted drive. When I run a similar script to duplicate the files from my hard drive to an NTFS external USB drive, it duplicates only the changed or new files. What gives? How can I get Retrospect to leave the files that are already identical alone when copying to the FAT32 drive, as earlier versions of Retrospect did when I copied files from my old Win98SE machine to this drive.
