Some W2003 server system files not backing up

I'm having some trouble with Active Directory on a Windows 2003 Server R2 box. I went to restore some files in the C:\WINDOWS\system32\config directory, and when selecting the files to restore, the config folder was empty except for the system profile folder which has files in it. The restored folder was the same. The missing files are listed below.

 

Is it correct that Retrospect is not backing up these files, which I assume to be critical to the functioning of the server? I have the Open File Backup license.
